As defined by the State of Connecticut

Town committees serve as the local affiliation for party members in each town. Their most important responsibility is to endorse or nominate candidates for municipal offices, justices of the peace, and candidates to fill a vacancy in the office of member of the General Assembly. The town committees are the local party contact with respect to certain election day duties. They administer local party matters and must file campaign finance statements. Democratic State Party Rules outline the procedures town committees use (unless they have adopted different local party rules) to endorse candidates for municipal office, town committee members, and convention delegates. A town committee can fill a vacancy on the committee and must meet at least four times a year to conduct business.
